West Harnett Chamber of Commerce leaders were told by Fort Bragg officials Monday night that recent base realignment is going to bring unprecedented growth to the base and area counties.
Fort Bragg Base Realignment and Closure Liaison retired Brig. Gen. Paul Dordal told the group that the U.S. Army Forces Command Headquarters, or FORSCOM, will be a major stimulus to growth when it comes to the area in 2009 and 2010.
“You are about to see the biggest change in this area you will see in your lifetime and you need to be ready to accept it,” Brig. Gen. Dordal said. “It is going to happen.”
The Force Command center will bring top level executive decision making over procurement, sustainment, technology and force structure.
Brig. Gen. Dordal told the group that more than $1 billion in military construction will soon come to the area. He said a total of 22,550 people including military personnel, civilian workers and family members will be moving to the Fort Bragg area, including Harnett County.
Harnett, along with Cumberland, Hoke and Moore counties, are in what Army officials call Tier 1 of affected areas. Bladen, Lee, Richmond, Robeson, Sampson, Scotland and Montgomery counties are Tier 2 counties.
Brig. Gen. Dordal said transfer of the command center has already begun. Overseas personnel has already begun to show up in areas around Fort Bragg. The law states that the transfer has to be complete within six years.
He said chamber and business leaders need to work on the area to make it appealing to industry that will follow the military.
“You need to make your area more attractive,” he said. “Quality of life is the issue most people are concerned about and that is the issue you need to address.”
He said the area needs to develop more parks and recreation areas. Harnett recently purchased 1,000 acres for a park near Nursery Road. The Johnsonville Ruritan Club is also developing a park on Ponderosa Road.
Brig. Gen. Dordal told the group there will be several issues that have be to addressed including housing, schools, transportation, workforce and medical infrastructure.
Schools will be one of the major issues.
“The military is going to build one elementary school but they have not addressed what they are going to do with middle and high school students,” he said. “That is something the counties are going to have to address.
Fort Bragg officials recently met with school officials from counties that will be affected by the base realignment, to discuss school capacities.
Brig. Gen. Dordal spoke as part of the Triune Talk Lecture Series being held at regular meetings of the West Harnett Chamber.
U.S. Representative Bob Etheridge will be the next speaker in the series at the June 5 meeting of the chamber. Harnett County District Engineer for the North Carolina Department of Transportation Ray Stone will speak to the group on June 19.
